O Relatório sobre a Educação para o Desenvolvimento e Educação Global em Portugal, elaborado pelo GENE – Global Education Network Europe – foi apresentado no Fórum de Educação pelo Desenvolvimento, realizado na Assembleia da República, em 28 de outubro de 2014. Este Relatório resulta do processo de Peer Review (Revisão pelos Pares), na sequência da visita de uma equipa internacional do GENE a Portugal, ocorrida em 2013.
Através de um processo de investigação e de várias entrevistas com os principais intervenientes, a equipa internacional do GENE recolheu informação, apresentou perspetivas críticas sobre o estado atual da Educação para o Desenvolvimento e Educação Global em Portugal e formulou recomendações sobre as possibilidades de desenvolvimento futuro.
Este processo, facilitado pelo GENE, foi realizado em cooperação com o Camões - Instituto da Cooperação e da Língua, o Ministério de Educação e Ciência – Direção-Geral da Educação, o CIDAC (Centro de Intervenção para o Desenvolvimento Amílcar Cabral) e a Plataforma Portuguesa das Organizações Não Governamentais para o Desenvolvimento, enquanto interlocutores nacionais.

Global Education Definition and Terminology (p.18)
GENE and the Peer Review Process use the term “Global Education” (GE). The definition of Global Education used is taken from the Maastricht Declaration on Global Education in Europe.
“Global Education is education that opens people’s eyes and minds to the realities of the world, and awakens them to bring about a world of greater justice, equity and human rights for all. Global Education is understood to encompass Development Education, Human Rights Education, Education for Sustainability, Education for Peace and Conflict Prevention and Intercultural Education; being the global dimensions of Education for Citizenship.” The Maastricht Declaration (2003)
The key objectives of the Global Education Peer Review of Portugal, as outlined in the agreed Terms of Reference were: (p.17)

To highlight examples of good practice of Global Education and Development Education.

To assess the state of Global Education and Development Education and Awareness- Raising in terms of provision, structures, strategies and results.

To provide an international comparative perspective on the strengths and areas of potential strategic development of Global Education and Development Education.

To make recommendations for the further improvement of Global Education and Development Education in Portugal.

To make recommendations in view of the mid-term review carried out on the National Strategy for Development Education 2010-2015 (ENED).
